International Civil Aviation English Association 2018 Conference: Brief Report
(Margaret van Naerssen)

The 2018 Conference of the International Civil Aviation English Association (ICAEA) was held May 9-11, 2018, in Daytona Beach, Florida, hosted by Embry Riddle Aeronautical University. The conference theme was “Building on the ICAO LPRs—Communication as a Human Factor”. The ICAO LPRs refer to the English Language Proficiency Requirements developed by the International Civil Aviation Organization. Level 4 (out of 6) was set as the minimum requirement for pilots and air traffic controllers in specific airspaces.  Of the 191 ICAO Member States, 41 were represented at the conference by about 126 registrants representing a wide range of aviation positions from pilots, air traffic controllers, licensing authorities and aviation English trainers, to ministries of defense, and airlines. We were reminded that we are air safety advisors. In an earlier joint ILTA-AAAL program AAAL, pilot/ researcher Dominique Estival (Australia) was a key speaker then and again in this 2018 conference. On the closing day a proposal for language test design was introduced which included the ILTA Guidelines for Practice as the framework. For those interested in recent developments related to the English LPRs, consult the 2017 FAA Advisory Circular on the English Language Standard for an FAA Certificate.
